AIMIM President Barrister Asaduddin Owaisi urged the home minister to impose President Rule in the state as law and order situation is going out of control in the region.

In its representation submitted to Chidambaram, the MIM blamed the Congress, the BJP and the TDP for complicating the issue by “shifting stands and sheer opportunism”.

“The apparent procrastination by the union government and the Congress leadership has caused the present situation,” it said.

The MIM said the future of Andhra Pradesh cannot be decided without taking the views of Muslims into consideration, and felt that the issue needed proper and in-depth study in the larger perspective.

The representation pointed out that Muslims have suffered socio-economic deprivation, loss of employment and educational backwardness ever since police action in 1948. The community also suffered at the time of trifurcation of Hyderabad State and formation of Andhra Pradesh in 1956.

The session ran from November 11 to December 21 with 21 working days. According to official data available by January 2, 2010, of 29 Muslim Members of Lok Sabha 18 did not ask any question. However, once again, Asaduddin Owaisi, lone MP of All India Majlis-E-Ittehadul Muslemeen (AIMIM) from Hyderabad (Andhra Pradesh) laughed his way to the constituency retaining leadership of Muslim MPs with 41 questions.

During the recent Winter Session, while 18 Muslim Lok Sabha Members did not ask any question, Asaduddin Owaisi asked the most – 41. This despite the fact that he was among the 32 MPs because of whose absence on November 30, 2009 the Question Hour was cancelled. These 32 MPs had questions listed against their name but were absent.

In good performance Owaisi is followed by BJP’s Syed Shahnawaz Hussain (Bhagalpur, Bihar) with 27 questions. Others whose questions touched double figure are J M Aron Rashid of Congress (19), M I Shanavas (Congress) 16, Monazir Hsasan of JD-U (11) and Badruddin Ajmal of AUDF (10).

As the ruling Congress has more Muslim MPs (10) in the present Lok Sabha, the party also has the largest share of ‘onlooker’ MPs (8 of 18 non-performers). Except J M Aron Rashid and M I Shanavas, all other MPs of the party – majority from North India including Asrarul Haq Qasmi and Muhammad Azharuddin, preferred to be silent.

BSP is the second top low performer as all four Muslim MPs of the party did not ask any question. The ranking is shared by Trinamool Congress (3 MPs) and Muslim League (2 MPs) – both parties are partners of the ruling alliance — who also remained silent.

The session ran for 21 days. There were four Muslim MPs who remained present in the House on all these days but only two of them asked question — BJP’s Syed Shahnawaz Hussain (21 questions) and Sk Saidul Haq of CPM (9 questions), the other two – Ismail Hussain (Cong) and Shafiqur Rahman Barq (BSP) did not have any question to ask.

The lowest performer in attendance was Mausam Noor of Congress (4 days).

MIM?s second-in-command and floor leader in Andhra Pradesh Assembly Akbaruddin Owaisi told PTI here today, “As representatives of Muslims, we are primarily concerned about their security not only in Hyderabad city but also in rural areas. Their welfare, upliftment and protection of interests are our Serious concern.”

The MIM hence could not take any hasty decision, as it would have a lot of implications, Akbauddin Owaisi pointed out.

It may be recalled that late Andhra Pradesh Chief Minister Y S Rajasekhara Reddy had many a time shown MIM as a strong opponent of separate Telangana state given the reservations Muslims had over the division of state.

Kartika Reddy, who was elected as corporator from Tarnaka division in last month’s elections, is also the first mayor of Greater Hyderabad.

Jaffer Hussain Meraj of MIM was elected as the deputy mayor without a contest. The election of mayor and deputy mayor took place at the first meeting of newly-elected corporators and ex-officio members (MPs and legislators) of Greater Hyderabad Municipal Corporation (GHMC).

About 60 members of the state assembly, council, Lok Sabha and Rajya Sabha also had voting rights along with the corporators.

Since the main opposition Telugu Desam Party (TDP) and other parties did not field a candidate, presiding officer and Hyderabad District Collector Naveen Mittal declared Kartika Reddy and Jaffer elected unopposed for the posts of mayor and deputy mayor respectively.

Kartika Reddy, belonging to a backward class, was earlier selected as Congress nominee at a meeting of the party corporators, legislators and MPs Friday morning.

The election of mayor and deputy mayor proved a mere formality after Congress and MIM entered into a power-sharing agreement. Under the agreement, Congress will hold the post of mayor for three years and MIM for two years. The Congress will hold the post for the first two years, while MIM will have its corporator as mayor for the next two. The ruling party will again get the post for the last year.

Congress had emerged as the single largest party in the 150-member GHMC by bagging 52 seats in the Nov 23 elections. TDP bagged 45 seats while MIM emerged kingmaker with 43 seats.

About 43 percent of 5.7 million voters had cast their votes in the elections for GHMC. This was the first municipal election after Greater Hyderabad was created in 2007 after merging eight municipalities and 12 villages of neighbouring districts with Hyderabad.

This has made Greater Hyderabad the second biggest urban agglomerate in the country after New Delhi in terms of area (621.48 sq km).

In the last election to the Municipal Corporation of Hyderabad (MCH) held in 2002, TDP, which was in power in the state, had won majority of the seats in the then 100-member body in alliance with BJP. The TDP candidate was elected mayor in the direct elections held to the post.

The name of the Mayoral candidate will be announced an hour before the election. The MIM will take the deputy Mayor seat for the first term. The deputy seat is also likely to be on a rotation basis between the two partners.
The Congress has 52 corporators and 42 ex-officio members. The MIM has 43 corporators and nine ex-officios. The main opposition, the Telugu Desam (TD) has 45 corporators and four ex-officios.

The TD leader, Mr Teegala Krishna Reddy, said the party will take a decision on fielding a candidate against Cong-MIM combine at the time of Mayor election. The BJP on the other hand, with five corporators and one MLA as ex-officio member, has decided to abstain from voting.

The deal between the Congress and the MIM was finalised in the presence of Mrs Sonia Gandhi in Delhi. It is learnt that the Congress high command has also agreed to give a MLC seat to MIM, for allowing Congress to take the Mayor’s seat first and an assurance by MIM to support the Congress in a majority of seats in urban local bodies of Andhra Pradesh where in elections are scheduled next year.
